Escrow Officer / Settlement Agent

Location: Jersey City, NJ (Hudson County)

Reports to: Branch Manager / Title Agency Owner

Role Summary

The Escrow Officer is responsible for the administrative and financial integrity of real estate settlements in Jersey City's high-velocity market. This role requires managing the "gap" between contract signing and final recording, ensuring all title requirements are met, funds are secured, and the transaction complies with NJTIRB (New Jersey Title Insurance Rating Bureau) regulations. You will serve as the neutral third-party coordinator between buyer/seller attorneys, lenders, and real estate agents.

Key Responsibilities

  • Title Clearance & Compliance: Review title commitments to identify and clear liens, judgments, and child support arrears (standard NJ requirement). Resolve complex title issues unique to Jersey City, including Tidelands/Riparian claims and waterfront development rights.

  • Attorney Coordination: Manage the "Attorney Review" period hand-off. Work closely with legal counsel to ensure all riders and amendments are reflected in the final settlement figures.

  • NJ Bulk Sale Compliance: Oversee the submission of Form C-9600 to the NJ Division of Taxation for commercial or investment property transfers, ensuring the mandatory 10-business-day notice is met to avoid transferee liability.

  • Financial Management: Prepare Closing Disclosures (CD) and ALTA Settlement Statements. Calculate NJ-specific costs, including the Realty Transfer Fee (RTF), Mansion Tax (for properties over $1M), and Hudson County recording fees.

  • Settlement Execution: Conduct closings (often in attorney offices or virtually). Ensure all documents—including the Deed, Affidavit of Title, and Mortgage—are executed according to RULONA (Revised Uniform Law on Notarial Acts) standards.

  • Disbursement & Recording: Manage the "Bring-Down" search immediately prior to recording. Disburse funds via secure wire platforms and ensure e-recording of documents with the Hudson County Clerk.

Requirements & Qualifications

  • License: Must hold a valid New Jersey Title Insurance Producer License.

  • Notary: Current NJ Notary Public Commission (Remote Online Notarization/RON certification preferred).

  • Experience: 3-5 years in NJ title/escrow, with specific familiarity with Hudson County's condo/co-op nuances and high-rise developments.
